Moscow State University for the Humanities and Economics is a unique educational institution adapted for disabled people and providing them with the opportunity to acquire a specialty that is in demand on the labor market.

Moscow State University of Economics trains software engineers, psychologists, educational psychologists, economists, managers, trade specialists, sociologists, lawyers, journalists, publishers, tourism workers, linguists, translators, managers of social and cultural activities.

The main goal of the university is to provide social assistance to people with handicapped, creating conditions for their adaptation and active life in society.

The university has all the conditions for education. Students of the budget department are provided with free education, three meals a day, high-quality medical care, non-resident students - a hostel, an increased scholarship with a 25% supplement.

MSGEU is a unique barrier-free environment for people with disabilities. All entrances and exits to buildings have widened doorways and are equipped with ramps; special handrails are installed on the walls for the convenience of movement of students with limited mobility. The buildings are equipped with comfortable elevators with extended doorways, elevator buttons have Braille and sound accompaniment of the movement of the cab.

Moscow State University of Economics provides students with the widest opportunities for creative self-realization: there are football, tennis, wheelchair basketball sections, tourist, chess and checkers and computer clubs, a circle of pop and folk dances, and a poetry club.

Students annually participate in all-Russian and international sports competitions, festivals and competitions of student creativity. The university management focuses on the physical and moral-patriotic education of young people, seeks to improve their cultural and moral-psychological level.

Boring and not interesting. Earlier, I wrote that an uncle came to us, who turned out to be the vice-rector for educational work, and talked about the university. I didn’t immediately remember that people from this university had already come to us when I was in my first year, but having met at the bottom open doors with my friend from MEKI, I remembered that some girls came to our college and handed out booklets, one of which I even kept from that time. We, the programmers, were quite lucky then that it was the vice-rector who came to us - a rather interesting person who managed to talk to me personally, and I revised my plans for the future. Previously, I wanted to enter either the Russian State Intelligence University, or something like MIREA or Baumanka, where the college psychologist strongly advised me to do. But for many reasons, in particular, the lack of confidence in my ability to enter the last two, I changed my mind and decided to enter the Moscow State University of Economics.

Along with me, I brought my friend, whom I met in my first year of college, an educational manager, but a very good technician and system administrator. Initially, he and I wanted to enter the specialty "Computer Engineering", but when we arrived at the open day (where they even asked us to give us a tour, which had not been done before), we were told that there were no budget places for this specialty, since in the past no one went there for a year and the funding was withdrawn. As a result, we later had to rewrite our applications for admission. We had the following faculties to choose from: Economics, Foreign Languages, Book Publishing and Editing, Law, Sociology and Psychology, Applied Mathematics and Informatics. I think everyone understands that we were only interested in the latter, which had only two specialties with state-funded places: applied informatics in management (PI) and applied mathematics and informatics (PM). We applied for both specialties, and I also attributed psychology, just in case.

The admission itself was rather uninteresting, we lived in a hostel for a week and passed three exams: mathematics, Russian and computer science, which turned out to be quite simple. In mathematics, there was a standard solution of examples and problems, in Russian dictation, and in computer science, an oral answer to three questions, for which I was the only one from the stream who received 90 points. At the end of September, I read the lists and was delighted that my friend and I entered the right place (not counting the original plan) - for the PM specialty, and since September we have been part of the PM-0115 study group.

I think I was very lucky with the group - initially there were 10 of us, and over time we got along well, although at first we were a little scared of each other (some are still trying to do this). I think that I will not give a psychological assessment of the relationship in the group, although I could do it, due to the confidentiality of this information in the light of the possible reading of this material by people who are physically around me.

Probably, it would be necessary to describe the university itself. It is located on Losiny Island in our "beloved" capital, Moscow. There is a forest around everywhere and from the whole civilization there are two universities, two hospitals, and a nursing home. By old standards, we are quite far from the main life, and by new ones too - it takes 15 minutes to get to the nearest metro station (Rokossovsky Boulevard) by bus. The territory of the university is quite extensive and includes an assembly of three buildings united along the ground floor, a dormitory building under construction, a football field and several parking lots. There is still a small piece of forest on the territory, but I have not yet climbed into it (I confess, in general, the first semester almost did not climb out of the hostel).
There are only three cases, as I wrote:
1. The first building is considered educational, since almost all classrooms are located in it (do not flatter yourself, earlier the building was something like a shelter for the disabled, because these are just ordinary classes, like at school) different sizes, as well as the administration and most of the services of the university, such as a buffet and an IT department;
2. The second building is a dormitory in which there is no elevator, so it is mostly students who are healthier and not in wheelchairs (except for the first floor). Also, there is a dining room (in fact, it is located in the transition from the second to the third building) and the student council room;
3. The third building is also a hostel, but with an elevator, with all the ensuing consequences. Also, there is a sickly library, which actually occupies three rooms, and in which, in addition to books, there are also computers with Internet access and the information network of the university.

Eligibility for admission to study within a special quota have children with disabilities, disabled people of groups I and II, disabled since childhood, disabled due to a military injury or disease received during military service, who, according to the conclusion of the federal institution of medical and social expertise, are not contraindicated in studying in the relevant educational organizations, orphans and children left without parental care, as well as persons from among orphans and children left without parental care and war veterans from among the persons specified in subparagraphs 1-4 of paragraph 1 of Article 3 of the Federal Law of January 12, 1995 No. 5 -FZ "On Veterans".

Preferential enrollment rights are granted to the following persons:

1) orphans and children left without parental care, as well as persons from among orphans and children left without parental care;

2) children with disabilities, disabled people of groups I and II, who, according to the conclusion of the federal institution of medical and social expertise, are not contraindicated in studying in the relevant educational organizations;

3) citizens under the age of twenty who have only one parent - a disabled person of group I, if the average per capita income of the family is below living wage set in the subject Russian Federation at the place of residence of these citizens;

4) citizens who were exposed to radiation as a result of the catastrophe at the Chernobyl nuclear power plant and who are subject to the Law of the Russian Federation dated May 15, 1991 No. 1244-1 "On the social protection of citizens who were exposed to radiation as a result of the catastrophe at the Chernobyl nuclear power plant";

5) children of servicemen who died in the performance of their duties of military service or died as a result of injury (wounds, injuries, contusions) or diseases received by them in the performance of military service duties, including when participating in counter-terrorism operations and (or) other measures to the fight against terrorism;

6) children of deceased (deceased) Heroes of the Soviet Union, Heroes of the Russian Federation and full cavaliers of the Order of Glory;

7) children of employees of internal affairs bodies, Federal Service troops national guard of the Russian Federation, institutions and bodies of the penitentiary system, the federal fire service of the State Fire Service, authorities for controlling the circulation of narcotic drugs and psychotropic substances, customs authorities, the Investigative Committee of the Russian Federation, who died (deceased) as a result of injury or other damage to health received by them in connection with the performance of their official duties, or as a result of an illness they received during their service in these institutions and bodies, and the children who were dependent on them;

8) children of prosecutors who died (died) as a result of injury or other damage to health received by them during their service in the prosecutor's office or after dismissal as a result of causing harm to health in connection with their official activities;

9) military personnel who do military service under a contract and whose continuous duration of military service under a contract is at least three years, as well as citizens who have completed military service by conscription and who enter training on the recommendations of commanders issued to citizens in the manner established federal body executive power, in which the federal law provides for military service;

10) citizens who have served for at least three years under contract in the Armed Forces of the Russian Federation, other troops, military formations and bodies in military positions and dismissed from military service on the grounds provided for in subparagraphs "b" - "d" of paragraph 1 , subparagraph "a" of paragraph 2 and subparagraphs "a" - "c" of paragraph 3 of Article 51 of the Federal Law of March 28, 1998 No. 53-FZ "On military duty and military service";

11) war invalids, combatants, as well as combat veterans from among the persons specified in subparagraphs 1-4 of paragraph 1 of Article 3 of the Federal Law of January 12, 1995 No. 5-FZ "On Veterans";

12) citizens who directly took part in the testing of nuclear weapons, military radioactive substances in the atmosphere, nuclear weapons underground, in exercises with the use of such weapons and military radioactive substances until the date of the actual termination of these tests and exercises, direct participants in the liquidation of radiation accidents at nuclear installations surface and submarine ships and other military facilities, direct participants in the conduct and support of work on the collection and disposal of radioactive substances, as well as direct participants in the elimination of the consequences of these accidents (military personnel and civilians of the Armed Forces of the Russian Federation, military personnel of the internal troops of the Ministry of Internal Affairs of the Russian Federation, military personnel and employees of the Federal Service of the National Guard Troops of the Russian Federation, persons who served in the railway troops and other military formations, employees of the internal affairs bodies of the Russian Federation and the Federal Fire Service of the State Fire Service);

Admission without entrance examinations.

1.1. The following persons have the right to be admitted to Moscow State Economic University without entrance examinations:

1) winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren (hereinafter referred to as the winners and prize-winners of the All-Russian Olympiad); members of the national teams of the Russian Federation that participated in international Olympiads in general education subjects and formed in accordance with the procedure established by the federal executive body responsible for the development of state policy and legal regulation in the field of education (hereinafter referred to as members of the national teams of the Russian Federation) in specialties and (or) areas of training corresponding to the profile of the All-Russian Olympiad for schoolchildren or an international Olympiad - within 4 years following the year of the corresponding Olympiad;

2) winners and prize-winners of the IV stage of the All-Ukrainian student Olympiads, members of the national teams of Ukraine that participated in international Olympiads in general subjects, specialties and (or) areas of training corresponding to the profile of the All-Ukrainian student Olympiad or international Olympiad - within 4 years following the year of the relevant Olympiad, if the said winners, prize-winners and members of the national teams are among the persons specified in Part 3.1 of Article 5 of Federal Law No. 84-FZ;

3) champions and medalists of the Olympic Games, Paralympic Games and Deaflympics, world champions, European champions, persons who won first place at the World Championships, European Championships in sports included in the programs of the Olympic Games, Paralympic Games and Deaflympics (hereinafter - champions (winners) in the field of sports), in specialties and (or) areas of training in the field of physical culture and sports.

1.2. The winners and prize-winners of Olympiads for schoolchildren held in the manner established by the federal executive body responsible for the development of state policy and legal regulation in the field of education (hereinafter referred to as Olympiads for schoolchildren), for 4 years following the year of the corresponding Olympiad, are provided the following special rights when applying for undergraduate and specialist degree programs in specialties and (or) areas of training corresponding to the profile of the Olympiad for schoolchildren:

1) admission without entrance examinations for undergraduate and specialist degree programs in specialties and areas of training corresponding to the profile of the Olympiad for schoolchildren;

2) be equated to persons who have scored the maximum number of USE points in a general education subject corresponding to the profile of the Olympiad for schoolchildren, or to persons who have successfully passed additional entrance tests of a profile, creative and (or) professional orientation, provided for in parts 7 and 8 of Article 70 of Federal Law No. 273-FZ (hereinafter - the right to 100 points).

The special rights specified in subparagraphs 1 and 2 of this paragraph may be granted by the same applicant. In case of granting a special right specified in subparagraph 2 of this paragraph, applicants are assigned the highest result (100 points) of the relevant entrance test (tests).

1.3. The persons specified in paragraphs 3.1 and 3.4 of the Rules are given an advantage within the periods specified in paragraphs 3.1 and 3.4 by equating them to persons who have scored the maximum number of USE points (100 points) in a general education subject or who have received the highest result (100 points) of an additional entrance test (tests) of a profile, creative and (or) professional orientation, provided for by parts 7 and 8 of Article 70 of Federal Law No. 273-FZ, if the general education subject or additional entrance test corresponds to the profile of the Olympiad or the status of a champion (winner) in the field of sports.

1.4. In order to provide the winners and prize-winners of Olympiads for schoolchildren with special rights and benefits specified in clauses 3.4 and 3.5 of the Rules, MSEU, by its own decision, determines at what levels of Olympiads and (or) for which list of Olympiads each of the specified rights and benefits is provided, and also establishes for each Olympiad (for each level of the Olympiad), for which classes of study in the general education program the results of the winner (prize-winner) must be obtained in order to provide the corresponding special right or advantage.

For Olympiads for schoolchildren of the same profile (in the case of establishing a list of Olympiads - within the established list):

a special right or advantage granted to the winners or winners and prize-winners of Olympiads for schoolchildren of the III level is also granted, respectively, to the winners or winners and prize-winners of Olympiads for schoolchildren of I and II levels;

a special right or advantage granted to the winners or winners and prize-winners of Olympiads for schoolchildren of the II level is also granted, respectively, to the winners or winners and prize-winners of Olympiads for schoolchildren of the I level.

A special right or advantage granted to the winners of the Olympiad for schoolchildren is also granted to the winners of this Olympiad.

1.5. In order to grant the special rights specified in subparagraphs 1 and 2 of paragraph 3.1 and paragraph 3.4 of the Rules, and the benefits specified in paragraph 3.5 of the Rules, MSEU independently establishes the compliance of the profile of the Olympiads (the status of a champion (winner) in the field of sports) with general education subjects and additional entrance tests.

1.6. When admitted to study under one educational program, the special rights provided for in clauses 3.1 and 3.4 of the Rules, and the advantage provided for in clause 3.5 of the Rules, do not differ when admitted to study at Moscow State Economic University and its branch, when admitted to various forms of education, as well as when admitted to places within a special quota and places under contracts for the provision of paid educational services.

1.7. The special rights specified in clause 3.4 of the Rules and the advantage specified in clause 3.5 of the Rules are granted to the winners and prize-winners of Olympiads for schoolchildren (with the exception of creative Olympiads and Olympiads in the field of physical culture and sports) if they have USE results not lower than the number of points established by MGEU:

to use the special right specified in subparagraph 1 of paragraph 3.4 of the Rules - in a general education subject corresponding to the profile of the Olympiad. The specified general education subject is selected by the Moscow State Economic University from among the general education subjects corresponding to the profile of the Olympiad, established in the list of Olympiads for schoolchildren, approved by the federal executive body that carries out the functions of developing state policy and legal regulation in the field of education, and if the specified list does not contain established general education subjects for which the Unified State Examination is conducted - the MGEU is established independently;

to use the special right specified in subparagraph 2 of paragraph 3.4. of the Rules, or the advantage specified in paragraph 3.5. Rules, - in a general education subject corresponding to the entrance test.

MGEU sets the specified number of points in the amount of at least 75 points.

Information about the features of conducting entrance examinations for persons with disabilities, disabled people

3.1. MSEU provides for admission tests for applicants from among persons with disabilities and (or) disabled people (hereinafter collectively - applicants with disabilities) taking into account the peculiarities of their psychophysical development, their individual capabilities and health status (hereinafter - individual characteristics).

3.2. The Moscow State Power Engineering University creates material and technical conditions that ensure the possibility of unhindered access for applicants with disabilities to the classrooms, toilets and other premises, as well as their stay in these premises (including the presence of ramps, lifts, handrails, widened doorways, elevators; when the absence of elevators, the auditorium should be located on the first floor of the building).

3.3. Entrance tests for applicants with disabilities are held in a separate auditorium of the educational building of Moscow State Economic University.

The number of applicants with disabilities in one classroom should not exceed:

when passing the entrance test in writing - 12 people;

when passing the entrance test orally - 6 people.

It is allowed to be present in the audience during the admission test of a larger number of applicants with disabilities, as well as conducting entrance tests for applicants with disabilities in the same classroom together with other applicants, if this does not create difficulties for applicants when passing the entrance test.

It is allowed to be present in the audience during the entrance test of an assistant from among the employees of the organization or involved persons, who provides applicants with disabilities with the necessary technical assistance taking into account their individual characteristics (take workplace, move around, read and complete the assignment, communicate with teachers conducting the entrance test).

3.4. The duration of the entrance test for applicants with disabilities is increased by the decision of the Moscow State Economic University, but not more than 1.5 hours.

3.5. Applicants with disabilities are provided in an accessible form with instructions on how to conduct entrance examinations.

3.6. Applicants with disabilities can, in the process of passing the entrance test, use technical means necessary for them due to their individual characteristics.

3.7. When conducting entrance examinations, the following additional requirements are ensured, depending on the individual characteristics of applicants with disabilities:

1) for the blind:

assignments for the entrance test are drawn up in Braille or in the form of an electronic document accessible using a computer with a specialized software for the blind, or read out by an assistant;

written tasks are performed on paper in Braille or on a computer with specialized software for the blind, or dictated to an assistant;

applicants for the assignment, if necessary, are provided with a set of writing instruments and paper for writing in Braille, a computer with specialized software for the blind;

2) for the visually impaired:

individual uniform illumination of at least 300 lux is provided;

applicants to complete the task, if necessary, are provided with a magnifying device; it is also possible to use your own magnifying devices;

assignments to be completed, as well as instructions for the procedure for conducting entrance examinations, are drawn up in an enlarged font (size 16-20);

3) for the deaf and hard of hearing:

the presence of sound amplifying equipment for collective use is provided, if necessary, sound amplifying equipment for individual use is provided to applicants;

sign language interpreter services are provided;

4) for the deaf and blind, the services of a typhlosound and sign language interpreter are provided (in addition to the requirements fulfilled respectively for the blind and the deaf);

5) for persons with severe speech impairments, deaf, hard of hearing entrance tests conducted orally are conducted in writing (additional entrance tests of creative and (or) professional orientation - by decision of the organization);

6) for persons with disorders of the musculoskeletal system, disorders of the motor functions of the upper limbs or the absence of upper limbs:

written tasks are performed on a computer with specialized software or dictated by an assistant;

entrance examinations conducted in writing are conducted orally (additional entrance examinations - by decision of the Moscow State Economic University).

3.8. The conditions specified in clauses 8.2 - 8.7 of the Rules are provided to applicants on the basis of an application for admission containing information about the need to create appropriate special conditions.

Information about the possibility of passing entrance examinations conducted by the organization independently, in the language of the Republic of the Russian Federation, on the territory of which the organization is located; in a foreign language (in the case of such entrance examinations)

As a matter of priority, places in the dormitory are provided to preferential categories of citizens studying locally, financed from the federal budget.

The hostel is provided to non-resident students and post-graduate students of the full-time (daytime) form of study for the entire period of study, subject to availability. Nonresident students, graduate students absentee form for the period of passing the intermediate and final certification, the hostel is provided subject to availability.

MSGEU seeks to provide all non-resident students in need of housing with a hostel. The hostel is designed to accommodate 400 people.

Dormitory of Moscow State University of Economics, located at the address: Moscow, st. Losinoostrovskaya, 49, is a complex of two four-story buildings interconnected by a warm passage with a canteen and combined with an administrative building, which creates conditions for a barrier-free living and learning environment for students with disabilities.

In recent years, the hostel has undergone significant changes for the better. The facades of the buildings were repaired, most living rooms, common areas, old windows were replaced with modern double-glazed windows. The hostel is adapted for people with disabilities and, therefore, is equipped with elevators, handrails and ramps. Much attention is paid to the safety of residents, in connection with which work was carried out to replace the wiring, fire-fighting equipment, a warning system and the Berg system for emergency evacuation from the upper floors were installed.

In the hostel, in addition to rooms for students, there are also auditoriums for independent work(preparation for classes), where students can study in the evenings without disturbing their neighbors, access to the sports and assembly halls is open. The hostel has guest rooms, washing machines are installed on each floor.

Three hot meals a day for students are organized in the dining room of the MSUE.

There is a football field on the territory of the university, where football competitions are regularly held, classes in physical culture, various sports competitions of students.

Next to the hostel there is a parking lot for students' vehicles.

Accommodation in the hostel is carried out on the basis of the rector's order on settlement. A prerequisite for settling into a hostel is the conclusion of an agreement and payment for accommodation in accordance with the order on the cost of living in a hostel.
