Vladimir Putin is considering three amnesty projects at once. One of them directed the Presidential Human Rights Council. The other two are the Liberal Democratic Party and the Communist Party of the Russian Federation
Three draft amnesties are on the president's desk. And all of them are dedicated to the 100th anniversary of the 1917 revolution. Which one will Vladimir Putin choose? And will there be an amnesty at all?
The Human Rights Council under the President sent his project to the administration of the head of state. Moreover, both criminal and administrative amnesty. It is proposed, in particular, to write off unpaid fines from citizens. There are thousands of them, the HRC said. Among them are fines for violation of traffic rules and migration rules.
Under the criminal amnesty, according to the HRC, women with children, women over 55 and men over 60, as well as war veterans, should be included, Head of the HRC Mikhail Fedotov told Business FM:

We proposed to coincide with the 100th anniversary of the 1917 revolution in Russia. I want to emphasize that this is not about the centenary of the Great October Socialist Revolution, but about the revolution that began in our country in February 1917 and ended at the beginning of 1918 with the dissolution of the Constituent Assembly. In our amnesty concept, in addition to the general criminal amnesty, it was also supposed to carry out an administrative amnesty - to exempt from paying administrative fines that were imposed, but have not yet been paid, for administrative offenses in the field of traffic and in the field of migration policy. According to the Constitution, amnesty is announced not by the president, but by the State Duma. True, in recent years a tradition has developed that the initiative to declare an amnesty comes from the president.”
Similar draft amnesties for the anniversary of the Great October Socialist Revolution were earlier submitted by the LDPR and the Communist Party. Presidential spokesman Dmitry Peskov said that the Kremlin has not yet made decisions on amnesty. “If any proposals have been received, they will be considered for their expediency,” he said.
So which document will eventually turn out to be appropriate, and which will not? A comment Pavel Salin, director of the Center for Political Science Research at the Financial University:
- I think that such a decision will be made, since the authorities did not allow the privatization of the theme of the centenary of the revolution by leftist forces - fears about this existed a year or even six months ago. But we see that the centenary of the October events is practically not present in the information field. There are no image risks for the authorities in this regard. Therefore, I think that the amnesty project will be signed by the president, but the emphasis will be on the humane image of power. This step will not harm the authorities and Vladimir Putin personally, but, on the contrary, will give additional points in the context of the election campaign.
- In that case, when do you think this amnesty can be announced, based on the needs of the campaign, and what can be included in it?
- I think what will be announced closer to the official start of the election campaign or right at the start. And who will be in it? It seems to me that the HRC project has the best chance of being implemented, both from a formal and factual point of view. It is, of course, more convenient for the president to support the project that the structure puts forward under him, and not some of the parties. As for the factual point of view, I think that the authorities, since they are sure that they are in complete control of the situation and that some actions will not lead to destabilization, they benefit from the widest possible amnesty in order to earn electoral points in this way.
The last amnesty in Russia was held in 2015, the year of the 70th anniversary of the Victory in the Second World War. Under it fell, according to official figures, more than 78 thousand people. Including oppositionist Ilya Yashin and a member of the Pussy Riot group.
For what merits the officials gave themselves such a gift, one can only guess: judging by the reports of local media, there are a lot of problems in the capital of the JAO in every branch of the urban economy. And every year the situation is only getting worse.
Most in need?
According to the deputy decision number 523, the mayor of the city, the chairman of the City Duma, the deputy chairman of the City Duma are now paid a one-time monetary incentive in connection with anniversaries, and this is without accruing a district coefficient and a percentage premium for work in the southern regions of the Far East.
By the way, according to the regional independent online newspaper Nabat, from April 1, the increased wages of Birobidzhan Mayor Yevgeny Korostelev and Chairman of the City Duma Pavel Vorozhbit will amount to 61.4 thousand rubles without additional coefficients, and this despite the fact that the level of the average salary of residents of the region according to Rosstat, almost twice as low - just over 35 thousand rubles a month. But these are all figures of statistics, which, as a rule, tend to underestimate the real incomes of those in power and overestimate the incomes of their “subjects”. What about in reality?
But in reality, independent studies of the labor market tell us that the average level of earnings in Birobidzhan is slightly below the mark of 25 thousand rubles, which is more than 30% at odds with official statistics, but the incomes of, for example, the mayor Korostelev, are underestimated by more than by 150%. According to the declaration for 2016, the average monthly income of the mayor of the city amounted to more than 160 thousand rubles. This is not only several times more than the income of the inhabitants of the city he sponsors, but also several times higher than the average income in the country.
In addition, the mayor is not deprived of various kinds of property. So, behind him are a Toyota Land Cruiser Prado passenger car, a Nissan Atlas truck and two Harley-Davidson and Honda Enduro motorcycles. All this wealth is stored in its own garage box with an area of more than 50 square meters. Not every Birobidzhan family can boast of such living conditions, let alone keep cars. And the mayor's family owns and uses, both shared and individual, as many as four apartments.
And, therefore, the anniversary award ... Here are just a few areas where this money would definitely come in handy.
There will be no clean water...
In 2016 Rospotrebnadzor recognized by the EAO for the quality of cold drinking water penultimate region in Russia after Kalmykia: 66.4% of water samples from the water supply did not meet the sanitary and epidemiological requirements for sanitary and chemical indicators. Moreover, a year ago, Pavel Kopylov, the chief state sanitary doctor for the Jewish Autonomous Region, officially pointed out to the mayor of Birobidzhan that in the capital itself, the average levels of drinking water samples did not meet hygienic standards.
To improve the drinking water supply, it was necessary first of all to replace the treatment equipment at the water intakes in the amount of more than six million rubles, to finance the design work and construction of water treatment facilities. On February 7, 2017, Mayor Korostelev refused financial support to Vodokanal "due to limited funds in the city budget", further "drowning" the already bankrupt enterprise.
... And it may not be warm either
The current heating season turned out to be the worst in the entire modern history of the city. At the height of winter, Birobidzhan was on the verge of a communal collapse: in February, the boiler at the local thermal power plant failed, and a number of major utility accidents occurred at the heating networks. Only experts eliminated one breakthrough on the main water conduit, as it "teared" in another section. A month ago, Birobidzhan simply became the capital of geysers. City heating networks failed to cope with the load, and part of the city was left without heat. The reason for this was the poor preparation of urban infrastructure for winter.
Throughout the winter, there was not enough coal in the municipal boiler houses. At the request of the regional authorities, during the heating season, coal was shared with the boiler houses of the Birobidzhan Municipal Unitary Enterprise "City Heating Networks" at the Birobidzhanskaya CHPP, which, fortunately for the residents, is not on the city's balance sheet.
At one time, Korestelev headed this very Birobidzhan CHPP. He was fired, allegedly for under-repairs, hiding problems and other not very beautiful things. According to the memoirs of the former director of the CHP Nikolai Tokolenko, Korostelev, while still the head of the boiler and turbine shop, “put together” his own company, which began to work at regional boiler houses. In the book “Energy of the Soul”, Tokolenko unequivocally says that the station employees were lured into the company: “It was not possible to succeed everywhere, so the work of the boiler and turbine shop sagged. After his dismissal, things went much better.”
By the way, today, according to data from open sources, only the debt of the local budget to heat power companies is more than 18 million rubles. But the mayor's office is in no hurry to return them. There is no money ... there is not enough for the award.
Municipal enterprises - bankrupt
The economic situation at the main municipal enterprises is deplorable. A few years ago, problems arose and aggravated at the Birobidzhan MUP "Passenger Road Transportation". Due to the reduction in targeted funding, the local fleet is not updated, spare parts are not purchased. According to Mikhail Ozimok, deputy chairman of the trade union organization MUP "PATP", representatives of the labor collective have repeatedly appealed to local authorities, to public organizations - they asked for help.
This year, MUP "PATP" launched bankruptcy proceedings. Instead of a large trucking company whose property will be auctioned off, the municipal authorities decided to start from scratch, creating " transport company". Hundreds of workers at the municipal enterprise were threatened with layoffs. And Birobidzhan residents who use public transport should prepare for a significant increase in fares.
Last straw
Recently, the head of Birobidzhan became involved in a new scandal. One of the city's independent Internet newspapers published an appeal to the prosecutor's office about the allegedly illegal actions of the mayor and fraud with federal money. In December 2017, two new houses on Moskovskaya Street were put into operation in the city of Birobidzhan. These houses were built as part of the federal program for the resettlement of citizens from dilapidated and dilapidated housing. But, here, a strange thing - the municipal contract indicated an order of magnitude more squares than was actually required. According to the publication, the built-up squares turned out to be superfluous due to the fact that, most likely, those houses that had already been settled earlier were included in the contract. That is, Korostelev simply does not have information about the emergency housing stock of Birobidzhan.
“Who now owns the extra squares? Organization-developer or, maybe, the mayor's office? And how will they be used now if the program for the resettlement of citizens from dilapidated and dilapidated housing for 2013-2017 has ended? And most importantly, will federal and budget money be returned? Why do we need a mayor who, in fact, is not responsible for anything? - the independent edition asks a rhetorical question.
And really, why? Most of the inhabitants of Birobidzhan know the correct answer to this question. Rallies for the resignation of the mayor in the capital of the Jewish Autonomous Region are a common thing, the people of Birobidzhan realize that they cannot continue to live like this. And the award of officials to their loved ones, it seems, can become the last straw of patience in the dissatisfaction of citizens with the mismanagement and arrogance of the authorities.

Dear voters!
I am addressing you not as a candidate for deputy, but as a native of Birobidzhan. I was born and raised in Birobidzhan, this is my home and my family - and therefore I am not indifferent to the fate of my city and its inhabitants. It is difficult for me to realize that up to two thousand young and energetic people leave our cozy and calm city every year. It is unpleasant to think that we are doomed to live in one of the most depressed and poorest regions of Russia. Finally, it is impossible to come to terms with the fact that the city of Birobidzhan and the Jewish Autonomous Region have no prospects.
I am sure that the city and the region have a future and a huge unrealized potential. But changing our lives for the better is possible only if we change the socio-economic course and the leadership team.
At the same time, you need to start small: from a separate city yard and a separate apartment building. If each of the 20 deputies of the City Duma fulfills at least a few orders of their voters and puts in order at least two or three adjoining territories, will achieve asphalt laying in at least one yard, will force the management company to repair the roof, connect a common house meter or install a playground, then our city will already become more comfortable.
All my labor activity in Birobidzhan is inextricably linked with independent journalism. For about a year now, I have been heading the regional independent online newspaper Nabat. It allows us to raise the most pressing problems of our city and region, to help people in a targeted way.
As the editor of "Nabat", I was the first, back in September 2017, to report the egregious facts of improper preparation of the Birobidzhan CHPP for the heating season. Last winter, during which at least 10 major accidents at the CHPP, confirmed the forecasts of our newspaper.
I have always given a special place in my journalistic activity to the problems of orphans, the disabled, pensioners and low-income citizens. In the wake of Nabat's publications, the prosecutor's office conducted several dozen inspections in just a year. As a result, the rights and legitimate interests of many Birobidzhans and residents of the JAO were restored.
The independent online newspaper "Nabat" will continue to reveal outrages and shortcomings, arouse the interest of regulatory and supervisory authorities in them. "Nabat" will be a help in my parliamentary activities. I guarantee that all the problems of the voters of constituency No. 14 will be heard and voiced as widely as possible in the press. To do this, I have the necessary professional experience and an effective tool for influencing society and government - the independent online newspaper Nabat.
Going to the polls, I see a circle of my official duties because the problems of constituency No. 14 are well known to me. This is, first of all, the unsatisfactory condition of the asphalt pavement in some yards, the failure of storm sewers and drainage system, low level improvement and the almost universal absence of small architectural forms. To solve these problems, it is important not only to take Active participation in the work on the city budget, but also to use grants from the Ministry of Construction as efficiently as possible within the framework of the federal program to create a comfortable urban environment.
I also think that a deputy of the City Duma has no right to be indifferent and keep silent when it comes to the problems of the whole city. Preparation for the upcoming heating season should be the focus of attention not only executive power municipality, but also the deputy corps. The people's choice is obliged to oppose the collapse and contribute to the financial recovery of strategic municipal enterprises: Vodokanal and the passenger car enterprise, since the fate of all citizens depends on their normal functioning.
The deputy should not be afraid to ask the mayor of Birobidzhan tough questions about, for example, what benefits the city is getting from its costly business trips abroad to Israel and Japan. Since these trips are useless, it's time to put an end to them.
I note that all these and other questions over the past year have been actively raised on their pages by the independent online newspaper Nabat. Having a deputy mandate, I will be able not only to voice problems in the press, but also to contribute to their solution in the interests of the overwhelming majority of citizens. That is why, as I go to the by-elections, which will take place on August 12, 2018, I am asking for your support, dear voters of district #14.

Personnel changes continue in the government of the Jewish Autonomous Region. The other day, Dmitry Nazarov, Deputy Chairman of the Government of the Jewish Autonomous Region, who had been working in the Jewish Autonomous Region since January 17 last year, left his post.
According to Dmitry Nazarov, he did a lot for the development of the Jewish Autonomous Region, dealing with the resolution and organization of mass celebrations. Many of them, with the participation of local and visiting artists, were held last summer on the city embankment.

According to unofficial sources, the exit of Dmitry Nazarov from the government of the JAO is connected with the results of the presidential elections in Russia. Compared to other regions, the voter turnout and the percentage of those who voted for the candidacy of Vladimir Putin in the Jewish Autonomy turned out to be lower, which was a "defect" responsible persons followed by "punishment".
There were other local changes as well. So, for example, in March, the deputy head of the regional forest department Evgeny Ermakov left his post, the deputy chief accountant of the apparatus of the governor and the government of the Jewish Autonomous Region Tatyana Barkina resigned.
The former deputy head of the regional department of economics, Vyacheslav Pastukhov, preferred the position of Commissioner for the Protection of the Rights of Entrepreneurs in the Jewish Autonomous Region. In early April, Sergey Tupitsa, head of the department for mobilization preparation of the governor's and government's apparatus, left his post.
The recruits also arrived. New Deputy Chairman of the Government of the EAO, who will oversee work on interaction with law enforcement, became a retired Lieutenant General of the Ministry of Emergency Situations Alexander Solovyov.
A new figure that appeared "on the black and white board" of the JAO (Governor Alexander Levintal is an avid chess fan) puzzled many local residents. For example, Vladimir Sakharovsky, editor of the Birobidzhan online newspaper Nabat, was skeptical about the next appointment in the government of the JAO, complaining about the large number of "functionaries with large salaries" who do not influence the situation in the region. A similar opinion is shared by the head of the regional branch of the Communist Party Vladimir Fishman.
- The trouble with our region is that Alexander Levintal is not a local, although he was born in Birobidzhan. He lived all his conscious life in Khabarovsk and draws from the Khabarovsk Territory, as well as from other regions, his acquaintances, who are beginning to "steer" in the Jewish autonomy.
