Today, more than 4,500 students are studying at the Almetyevsk Oil Institute in full-time, evening and correspondence courses. It employs about 350 teachers and staff, more than 60.6% of them have an advanced degree. The institute is located in three buildings and has its own printing center, student dormitory, dining room. The institute's library fund is more than 115 thousand copies. The material and technical base of the AGNI includes 14 computer classes equipped with the most modern computer and organizational equipment, united in a single institute network with Internet access.

Together with OAO Tatneft, on the basis of the AGNI, an Educational and Research Center for the problems of advanced training of engineering and technical workers was created. Today, the AGNI sports complex is being expanded, which will include two sports halls, an open stadium, gym, diagnostic center, etc. In addition, the institute additionally rents a swimming pool and several sports halls in the Sports Complex of OAO Tatneft.

The advantage of our institute is the maximum proximity to oil producing enterprises. This makes it possible to use the possibilities of enterprises for the organization of work experience for students, the performance of diploma papers and the conduct of research work.

Almetyevsk State Oil Institute is carrying out fruitful work on training specialists for the oil and gas industry and strengthening its material and technical base. There is a constant increase in the contingent of students, admission to correspondence form training, it is planned to open a graduate school.

The high quality of training of specialists at the institute is ensured, first of all, by its professorial and pedagogical staff. During the period 2001-2002. In the institute, under the auspices of OAO Tatneft, a grandiose reconstruction took place. Was made overhaul all three buildings, the institute was equipped with modern research equipment, computer technology.

At the end of the 1940s, an event took place in Tatarstan that radically changed the face of the south-east of the Republic and had a huge impact on the life of the entire republic: the famous Romashkinskoye deposit was discovered and its development and industrial development began.

Specialists from Azerbaijan, Georgia, Ukraine, Belarus and other parts of the Soviet Union came to the new oil region. However, the cadres of workers and engineers who arrived at the new field could not meet the needs of the expanding production, primarily in specialists with higher education.

Under these conditions, the training of specialists from among the workers of oil enterprises in the region was recognized as the optimal form of training specialists.

The solution of this problem was undertaken by the Moscow Oil Institute named after I.M. Gubkin, which in September 1956 opened Tat in Almetyevsk. ASSR CPC of the correspondence faculty, which in 1958 was transformed into a branch of the correspondence faculty.

By order of the Minister of Higher and Secondary Education of the USSR No. 16 dated March 3, 1959, the Tatar Evening Faculty (TVF) was organized on the basis of the branch of the correspondence faculty of the MING.

The children of the Almetyevsk oil workers will soon be able to receive the certificates of the main university of Tatarstan without leaving their fathers and mothers. The controversial decision to join the Almetyevsk State Oil Institute to KFU was made at the highest level.

"JUST A GOOD TECHNICIUM"

That the base university of PJSC TATNEFT - Almetyevsk State Oil Institute(, colloquially - "Kerosinka") - is about to be attached to KFU, several sources in both education and the oil industry said at once. One of them said that the calm course of the educational process at the AGNI was disturbed: “It is stormy at the institute, every day there are meetings, checks, everything is checked - from accounting to curricula. The President gave an order to resolve the issue before October.”

The fact that the movement towards the merger is underway was confirmed by Vice-Rector for Research, Director of the Institute of Geology and Oil and Gas Technologies of KFU Danis Nurgaliyev. According to him, Agni is likely to become a branch of the university.

The wind of change has been blowing around AGNI for a long time. As Nurgaliyev recalled, at about the beginning of last year, President of the Republic of Tatarstan Rustam Minnikhanov instructed to create on the basis of the AGNI and under the auspices of the Kazan Federal University "the best school of petroleum engineers in the country."

However, the process was slow until Tatneft General Director Nail Maganov took over personally. As the press service of the company reported, on April 27 he spent round table, at which he announced the grandiose goals that Tatneft sets for the institute - "to become the best oil university in the country." However, much of what was said at the meeting remained outside the scope of the official report.

According to our source, Maganov criticized the reports made at the event to the nines, saying that you are doing the wrong thing at all.

On May 7, he expressed similar thoughts while visiting the company's technology center TGT Oilfield Services in Kazan, the head of the republic, who gave the AGNI an unflattering assessment: "By and large, today it is a good technical school, and should become the country's main scientific and educational center for training personnel for the oil industry."

What does this veiled insulting comparison mean? “I was present at this conversation,” said Renat Muslimov, consultant to the President of the Republic of Tatarstan on the development of oil and gas fields. - The President is absolutely right: the Almetyevsk Institute is actually a good technical school. And the diploma of this institute is completely different from the diploma of Kazan University.” According to Muslimov, Minnikhanov, in particular, expressed dissatisfaction with the low level of developments in the field of oil production technologies, which, in fact, should be generated by an industry university.

AGNI traces its history back to 1956, when an educational and consulting center (UCP) of the correspondence faculty was opened in Almetyevsk Moscow Oil Institute. Gubkin. In 1959, the UKP was transformed into a branch of the correspondence faculty with evening education. At the end of 1989, he received the status of a technical college at Tatneft. And only in 2003 the branch became a regional university with the right to train highly qualified specialists. Today, the ASNI has 5 faculties and 20 departments, where 5.5 thousand students and postgraduates study.

The institution is under the jurisdiction of the Ministry of Education and Science of the Republic of Tatarstan, but in fact it is a corporate university of Tatneft with all the pluses and minuses.

According to Vadim Khomenko, Vice-President of the Academy of Sciences of the Republic of Tatarstan, the advantages of such a model are obvious: “It was the basic training base of the company. Tatneft has provided great opportunities for the university, there is a chic base for practice, a hostel, this is the participation in the educational process of the representatives of the oil industry themselves. However, despite the rich sponsor, the result does not live up to expectations. According to Khomenko, initially the bar was not set high.

“WHO WILL MAKE A GOOD OIL MAN? FROM THE SON OF THE OIL WORKER!”

This is not the first time the idea of ​​raising the bar by joining a powerful tugboat has come up. According to Muslimov, 5-6 years ago he proposed it at that time to the head of Tatneft, Shafagat Takhautdinov, and it was agreed with the university administration. But the case stalled for a very delicate, but it turned out to be insurmountable reason. The stumbling block was... Tatneft's salaries of the AGNI administration. If the institute were transferred to federal jurisdiction, oil surcharges would cease.

“The administration has good salaries - Tatneft pays extra,” Muslimov explained. - It turns out much more than at the university. Because of this, everything came to a standstill. However, the issue needs to be resolved for the cause, because here there is great science, and there there is great production, and the unification would give an excellent result.

Connecting the material base of AGNI with the "brains" of KFU could indeed contribute to innovation. Nevertheless, the main argument in favor of the association, according to our interlocutors, was another need - the consolidation of the "oil youth", dreaming of a prestigious diploma, in Almetyevsk. “Who will make a good oilman? - Minnikhanov asked at the aforementioned meeting. - From the son of an oilman. He should receive knowledge directly next to the production.

“The republic needs oil personnel, it needs a good university in Almetyevsk, where Almetyevsk children would enter, and not leave for Kazan, Moscow, Yekaterinburg, from where they are unlikely to return,” explains Danis Nurgaliyev. “This is a strategic program.”

However, this approach also has its opponents. In particular, Rafinat Yarullin, General Director of PJSC Tatneftekhiminvest-Holding, considers the decision to merge erroneous: “My position is wrong. The fact is that the institute itself is very good, and the university name is most likely needed to raise the status of a diploma. But the bar of the university can be raised by the quality of teaching and the contingent of students.”

Khomenko does not support the idea, who believes that the profile of the Almetyevsk university will be lost, and hence the quality of training of specialists: “I do not see the development of engineering professions in the general mass. Think about it, does it make sense to attach the Moscow Automobile Institute to Moscow State University? Not! Because there is a whole technical school, and our university has already acquired many specialized areas. If the direction of the industry has a future, you just need to set the bar, tasks, and the “mixture” will not work.”

VARYAG FROM UFA

However, there is hope that the reloading of the AGNI will not be limited to a formal merger with KFU for the sake of a “crust” for the children of the Almetyevsk oil workers. This can be seen from the fact that Maganov called a very unusual figure to create the “best oil university in the country”.

On March 17, the Deputy Minister of Education and Science of the Republic of Tatarstan, Andrei Pominov, in the presence of the General Director of Tatneft, introduced the new rector, Robert Nurgaliyev, to the staff of the AGNI. “I don’t want to say that everything is terrible there - the institute has good specialists, but ... people get used to a certain situation, but a new look is needed,” Danis Nurgaliev diplomatically comments on the need for personnel changes. The former rector, 63-year-old Alexander Emekeev, who headed the university since 1999, was honorably dismissed.

No, the vice-rector of KFU and the new rector of the Agni are not relatives, as it might seem from their surnames. Robert Nurgaliev, one might say, is a dark horse- in Almetyevsk, he is not known to anyone. Judging by the biography on the AGNI website, as well as information on social networks, he was born on January 13, 1968, graduated from Ufa secondary school No. 25. Impressive further education: Moscow State Technical University. Bauman (graduated in 1991), the Russian Academy of Public Administration under the President of the Russian Federation (2000), the country's main oil university - the Russian State Institute. Gubkin (2013), finally, MGIMO (2014). In a word, a techie-official-diplomat rolled into one.

It is interesting that in the official biographical data there are no hints at all about his teaching or scientific activities. Since 1991, he worked in fairly high positions in various companies in the oil industry, including in 1999 - 2004 he headed the Novy Urengoy branch of Mezhregiongaz LLC, and came to Almetyevsk from the position of Deputy General Director for Production of RN-Service LLC, which is part of to the Rosneft group headed by Igor Sechin. The scale of activity of RN-Service is evidenced by at least the size of its authorized capital - 11.25 billion rubles (at the end of 2014).

The rector himself has not yet begun to share the details of his appointment, only vaguely shared his plans: “As a priority, I see the transformation of the AGNI into a center for the development of oil and gas education and science, the creation of new knowledge, developments and the introduction of competitive technologies in the oil and gas industry.” He noted that in order to fulfill these tasks in the shortest possible time, it will be necessary to "modernize the educational and research processes, strengthen the teaching staff, and take measures to improve the management system of the university." The rector also intends to attract world-class scientists to the institute.

THE COLLAPSE OF INDICATORS FOR KFU AND THE DEFEAT OF KNRTU-KHTI

The fact that AGNI is waiting for a big breakdown is understandable, but is such a turn of the KFU case necessary? It can be assumed that the new acquisition is in line with the expansionist aspirations of KFU Rector Ilshat Gafurov. In addition to earlier acquisitions (remember, for example, the Kazan Pedagogical Institute, KSPEI), last year the university announced the creation of a powerful medical unit with the addition of RCH-2, BSMP-2, city polyclinic No. 2 and other institutions with 2 thousand employees. And at the end of April of this year, Gafurov said that the university would strive to fundamentally engage in engineering research and train "engineers of the future, who must have research, analytical skills, as well as experience in interdisciplinary work."
With the accession of the ASNI, the university receives an excellent production base and once again expands its possessions - the globalization of KFU continues.

However, here Gafurov's appetite for takeovers comes into conflict with another fetish - ratings. According to Danis Nurgaliyev, if you join the ASNI to KFU right now, this will lead the university to collapse. “There are certain monitoring parameters: the level of the USE, the number of teachers and students, the quality scientific research and publications, and if we join the AGNI now, then we will go to the bottom, - he noted, hinting at the low level of the Almetievites. “Therefore, Tatneft and the Ministry of Education are engaged in putting the institute in order so that we can move on.”

On the other hand, the decision to join the ASNI to KFU can be considered as a serious defeat of the rector KNRTU-KHTI German Dyakonov. The accession of the Almetyevsk university to the branch university would be much more logical. At least at the university itself, such thoughts were in the air: “KCTI can be strengthened by joining specialized institutes. For example, the Almetyevsk Oil Institute is a good, strong university, but it has problems in scientific work, providing highly qualified personnel - doctors of sciences, members of the Academy of Sciences of the Republic of Tatarstan and the Russian Federation. At the same time, it is in the same technological line with KHTI, - Professor of KNRTU-KHTI Ismagil Khusnutdinov said in an interview. - Development, production, oil refining, petrochemistry, polymer chemistry, economics on this basis - these are all links of one chain ... There will be a serious specialized university with a very strong oil axis, which is good for our republic. I think that this association would be ideal from a pragmatic point of view.” However, we have to admit that KNRTU-KHTI in its current position seemed to be a less enviable "groom".

So far, the merger of AGNI and KFU has not been officially announced.

This can happen at the end of May, when, according to Nurgaliyev, big collection with the participation of Maganov and the rectors of the ASNI and KFU. However, according to our data, the entrants of the ASNI have already been announced that they can count on a diploma from Kazan University.
